No agreement with Frontiers in Germany   As Bernhard Mittermaier, head of the central library of the Forschungszentrum Jülich, announced yesterday, there will be no agreement with Frontiers in Germany. The negotiations between the Forschungszentrum Jülich and the Open Access Publisher Frontiers on a nationwide framework contract did not succeed.

At the beginning of June, Clarivate Analytics, vendor of the Impact database Web of Science, among others, informed about the launch of the Publisher Analytics Report. The press release mentions the following features prominently: “The ready-to-use reports provide a snapshot of journals’ performance and inform competitor analysis. They will help publishers to easily plan robust, evidence-based strategies, based on the publisher-independent”.

According to a press release by Springer Nature there is a new contract of the group with Joint Information Systems Committee (JISC).  The deal is based on the principle of  “read and publish” and shall fulfill the requirements of Plan S. As noted by Springer Nature the “agreement limits the costs of publishing all UK articles open access (OA) while maintaining access to all of Springer’s subscription articles.

While Finland entered into a nationwide consortium with the publishing house Elsevier, the neighbouring country Sweden did not take this step. After twenty years of business relationships with Elsevier, the Bibsam Consortium decided not to renew the agreement with the scientific publisher.  Bibsam wants to support the Swedish government’s requirement to publish all scientific output of the country in Open Access by 2026 – without embargoes.

As a result, it can only be noted that the information available on these costs (and related costs as margins) are very different and really difficult to compare. In June 2014 I analysed the data of the Directory of Open Access Journals (DOAJ) to find out to what extent Open Access Journals in Sociology (as listed by the DOAJ) charge their authors with publication fees (or article processing charges APCs). A CSV-file offered for download by the DOAJ did not contain any information on APCs, in fact the whole APC-column was empty, so I gathered the information manually from the DOAJ’s search interface.

Ende 2016 berichtete ich in Telepolis über die geplatzten Verhandlungen des Projekts DEAL mit dem Wissenschaftsverlag Elsevier, deren Ziel es war – unter für Bibliotheken akzeptablen finanziellen Bedingungen – ein nationales Konsortium zum Bezug von Closed-Access-Zeitschriften des Verlages inklusive Open-Access-Optionen zu verhandeln. A German Consortium with the Open Access publisher Frontiers is to be set up. In February, the Forschungszentrum (in charge of the negotiations) and the publisher signed a Memorandum of Understanding for a new agreement that will allow researchers to publish in Frontiers journals in a streamlined procedure.

Christian Gutknecht published an exciting posting on the Swiss EUR 57 million Elsevier deal in which he outlines the transformative Open Access agreement between Elsevier and swissuniversities. Since Germany has been trying for years to reach such a contract with Elsevier, it is worth comparing it with the two transformative contracts with Wiley and Springer Nature in Germany, which were reached and coordinated by Project DEAL.

The Norwegian consortium for higher education and research and the publishing house Elsevier agreed two days ago to a national license. This provides Norwegian researchers not only access to articles published in Elsevier’s journals (including the society journals as The Lancet or CELL Press) but also the opportunity to publish their results Open Access. Seven universities and 39 research institutions will benefit from the two-year agreement.

A few hours ago, Elsevier issued a press release on the agreement with the Finnish consortium FinElib that put an end to the #nodealnoreview boycott. While in Germany the boycott of the publisher Elsevier which was initiated by the DEAL project continues, an agreement was reached in Finland between Elsevier and the FinElib consortium, but the details are still unclear. The Website NoDealNoReview.org states: “For the time being, the only thing we can say for sure is that Elsevier subscriptions will not be cancelled in the beginning of 2018.

Yesterday Elsevier announced the launch of Chemistry Research Network, ChemRN. After the launch of BioRN ChemRN is another spin-off of SSRN, the Social Science Research Network, acquired by Elsevier in 2016.  ChemRN will host not only Research Paper Series but also subscription journals.

Today Elsevier published its vision of Open Access, written by Gemma Hersh, and suggests a route that is neither green nor gold, but a mixture of it, one could say blue Open Access: Articles published by European institutions should be available Gold Open Access within Europe and – if deposited on a repository – Green Open Access outside of Europe.

and Trust in pursuit of a well functioning Persistent Identifier
infrastructure](https://scidecode.com/2021/09/02/study-on-risks-and-trust-in-pursuit-of-a-well-functioning-persistent-identifier-infrastructure/){target="_blank"
rel="noopener"} for research commissioned by [Knowledge Exchange
(KE)](https://www.knowledge-exchange.info/){target="_blank"
rel="noopener"}. The project aims to identify the best possible
strategic and operational paths to achieve a well-functioning PID
infrastructure for KE member states and beyond. The KE partners are six
key national organisations within Europe tasked with developing
infrastructure and services to enable the use of digital technologies to
improve higher education and research: CSC in Finland, CNRS in France,
DeiC in Denmark, DFG in Germany, Jisc in the UK and SURF in the
Netherlands. KE also produced a [scoping document on risks and trust in
the context of

On the 12th of May 2022 Pablo gave a presentation with the title "Some
reflections on the current Persistent Identifier PID landscape -- with
an emphasis on risks and trust issues" at the [CRIS2022
conference](https://eurocris.org/cris2022-conference-call-proposals){target="_blank"
rel="noopener"} in Dubrovnik. His presentation summarizes

- the data collection through expert interviews,
- some general conclusions from the interview and content analysis,
- some key findings from the case studies we produced on the Dutch
  Digital Author Identifier (DAI), PIDs for organizations, PIDs for
  instruments, the role of funders, the International Generic Sample
  Number (IGSN), the RePEc Author Service (RAS) and on Failed PIDs and
  non-reliable PID implementations,
- some general recommendations based on our analysis.

Hier nur eine kurze Ergänzung zum Posting über [APC-Verwaltung und
Bibliotheken](https://github.com/ulrichherb/ulrichherb.github.io/blob/main/2022/05/13/apc-verwaltung-in-bibliotheken.html){target="_blank"
rel="noopener"}, die ich auslagere, um besagtes Posting nicht
aufzublähen. Wie im Beitrag zur APC-Verwaltung geschrieben, [ermittelte
ich
2018](https://opus4.kobv.de/opus4-bib-info/files/3601/Bibliothekartag+2018_Ulrich_Herb.pdf){target="_blank"
rel="noopener"} 246 mit der Software Open Journal Systems (OJS), die für
das Hosten von Open Access Journalen einschlägig ist, betriebene
Zeitschriften an 86 Einrichtungen in Deutschland, sprich
durchschnittlich weniger als drei Journale je Standort. An nur sechs
Standorten wurden mehr als fünf Journale aufgelegt, an nur vier
Standorten mehr als zehn und an 59 Standorten wurde nur ein Journal
publiziert. Im Median wurde ein Journal je Standort publiziert.

Hier nun ein versuchtes Update. Mitte Mai 2022 kam ich zu folgenden
Zahlen: Es finden sich 252 OJS-Installationen an 24 deutschen
Universitäten, im arithmetischen Mittel hosten diese demnach 10 (bzw.
10,5) Journale, der Median liegt bei drei Journalen, an der Spitze
stehen die UB Heidelberg (119 Journale), die UB Bielefeld (34), die UB
München (22) und die UB Münster (13). An sieben Standorten werden mehr
als fünf Journale aufgelegt, an vieren mehr als zehn und an fünf
Standorten wurde nur ein Journal publiziert. Die imposante Zahl von 139
Journalen mit Hosting in Heidelberg konnte ich durch Recherche auf
der [Website der OJS-Journale der
Einrichtung](https://journals.ub.uni-heidelberg.de/){target="_blank"
rel="noopener"} nicht bestätigen, hier werden 32 Zeitschriften gelistet.
Damit verschöbe sich das arithmetische Mittel auf rund sieben Journale,
der Medien bliebe gleich, nun läge allerdings Bielefeld an der Spitze.

Diese aktuellen (und im Falle Heidelbergs anscheinend leider
fehlerhaften) Informationen basieren auf dem Datensatz von [Khanna,
Saurabh; Raoni, Jonas; Smecher, Alec; Alperin, Juan Pablo; Ball, Jon,
2021, "Details of publications using software by the Public Knowledge
Project", Harvard Dataverse, V1, UNF:6:LIikqmU6NzRu2UKEHiplfw==

die mich auf ihn aufmerksam machte. Ich wertete die Datei "beacon.csv"
des Datensatzes aus, indem ich im Feld "country-consolidated" nach "DE"
selektierte und im Feld "admin_email" nach Adressen, die den
String *uni* enthielten, anschließend eliminierte ich offensichtliche
Fehler bei der zweiten Selektion. Auch wenn das Verfahren nicht
wissenschaftlichen Ansprüchen genügt, ist diese Quick-and-dirty-Analyse
doch vielleicht interessant.

rel="noreferrer noopener"} on the subject), Joachim Schöpfel and Pablo
de Catro are besides other qualifications
[euroCRIS](https://eurocris.org/){target="_blank"
rel="noreferrer noopener"} representatives. euroCRIS, founded in 2002,
is an international not-for-profit association, that brings together
experts on research information in general and research information
systems (CRIS) in particular.

The project starts at the end of September this year and will take about
fifteen months until its completion.

Ende Februar ging mir eine Pressemitteilung zu wonach [ResearchGate
(RG)](https://www.researchgate.net/){target="_blank"
rel="noopener noreferrer"}, ein soziales Netzwerk für Wissenschaftler,
eine Finanzierung in Höhe von 52,6 Millionen US-Dollar  durch Wellcome
Trust, Goldman Sachs Investment Partners & Four Rivers Group sowie [
altbekannte ResearchGate-Investoren wie Bill Gates, Benchmark und
Founders Fund erhält]{lang="DE"}. Laut PM hat [RG 12 Millionen Nutzer,
diese teilen -- so der Pressetext -- "mehr als eine halbe Million
Updates zu ihrer Forschung täglich und 2,5 Millionen wissenschaftliche
Publikationen monatlich, darunter auch Informationen, die traditionell
nicht geteilt werden wie Code oder negative Ergebnisse." Als besonderen
Erfolg nennt RG die so genannten Projects, mit Hilfe dieser Funktion
hätten seit  März 2016 Wissenschaftler "mehr als eine halbe Million
neuer Projekte angelegt, in denen sie über ihre aktuellen
Forschungsprojekte berichten." Hierzu zählt RG auch
Forschungsdaten.]{lang="DE"}

Dies wurde in Deutschland anscheinend kaum bekannt: Vor einigen Tagen
entfernte das Wissenschaftlernetzwerk
[*Academia.edu*](http://www.academia.edu/){target="_blank"
rel="noopener noreferrer"} auf Aufforderung des Wissenschaftsverlags
*Elsevier* Artikel von seinem Server, die Autoren als Acadamia-Nutzer
dort im Open Access verfügbar gemacht hatten. Elseviers Vorgehen ist
insofern logisch, als die [Open Access Policy des
Hauses](http://www.sherpa.ac.uk/romeo/pub/30/){target="_blank"
rel="noopener noreferrer"} die Verfügbarmachung von Verlagswerken in der
finalen Autorenfassung nur auf institutionellen Open Access Servern
erlaubt, nicht aber auf institutionsübergreifenden Plattformen wie
Academia.edu. Weder auf insitutionellen, noch auf überinstitutionellen
Servern erlaubt Elsevier es übrigens seinen Autoren, paginierte und mit
Layout versehene finale Verlagsversionen Open Access bereitzustellen.
Wer als Autor gegen diese Vorgaben durch eine Publikation eines bei
Elsevier erschienen Textes verstoßen hatte, dem ging eine
Löschinformation zu, wie die, die der Autor und Academia-Nutzer Guy
Leonard erhielt und via [Twitter mit der Welt
teilte](http://imgur.com/oLI5n9w){target="_blank"
rel="noopener noreferrer"}. Academia.eu machte betroffene Autoren auch
auf den
[Elsevierboykott](http://www.heise.de/tp/blogs/10/151310){target="_blank"
rel="noopener noreferrer"} aufmerksam, den jeder unterzeichnen kann, der
für diesen Verlag nicht als Autor, Reviewer oder Herausgeber fungieren
will. Die Website zum Boykottaufruf ist erreichbar unter
[*thecostofknowledge.com*](https://web.archive.org/web/20210106144751/http://www.thecostofknowledge.com/){target="_blank"
rel="noopener noreferrer"}. Der Aufruf wurde, mit Stand 10.12.2013, seit
Januar 2012 von stattlichen 14.172 Wissenschaftlern unterzeichnet, die
sich nun wohl überwiegend nicht mit Löschnachrichten konfrontiert sehen
mussten.nnZwar ist bekannt, dass Verlage vereinzelt Serverbetreiber zu
Löschungen von Dokumenten, an denen diese keine Rechte zur
Zugänglichmachung haben, anhalten, Elseviers auf Academia.edu zielender
*Take Down Request* ist aber der bislang wohl größte Vorgang dieser Art.
Fraglich sind nun vor allem zwei Dinge: Zum einen, ob man mit ähnlichen
Lösch-Aufforderungen auch an andere soziale Netzwerke für
Wissenschaftler herantritt, die ebenfalls die Möglichkeit bieten,
Dokumente Open Access verfügbar zu machen, wie beispielsweise
[*ResearchGate*](http://www.researchgate.net/){target="_blank"
rel="noopener noreferrer"} oder das von [Elsevier selbst im April
übernommene](http://www.heise.de/newsticker/meldung/Elsevier-schluckt-Forscher-Netzwerk-Mendeley-1837763.html){target="_blank"
rel="noopener noreferrer"}
Netzwerk [*Mendeley*](http://www.mendeley.com/){target="_blank"
rel="noopener noreferrer"}. Zum anderen, ob Elsevier seinen durch
[Boykotte und diskussionswürdige Praktiken in Mitleidenschaft gezogenen
Ruf](http://www.freitag.de/autoren/der-freitag/ruckkehr-des-kommunitarismus){target="_blank"
rel="noopener noreferrer"} durch diese Aktion nicht weiter beschädigt
und seine Content-Produzenten, die wissenschaftlichen Autoren zusehends
verärgert.  Diese Woche gab zumindest der Nobelpreis-Gewinner [Randy
Schekman
bekannt](http://www.theguardian.com/science/2013/dec/09/nobel-winner-boycott-science-journals){target="_blank"
rel="noopener noreferrer"}, unter anderem nicht mehr im hochrenommierten
Elsevier-Journal *Cell* publizieren zu werden. Von Schekmans Boykott
betroffen sind jedoch auch andere Verlagsangebote wie *Science* oder
*Nature*. Für das Open Access Journal
[*eLife*](http://wisspub.net/2012/04/04/2079/){target="_blank"
rel="noopener noreferrer"} hingegen agiert der Wissenschaftler als
Herausgeber.nn nn**Update, 11.12.2013**:  Auch diese Nachricht rückt
Elsevier in ein nicht gerade positives Licht: Offenbar zog die
Elsevier-Zeitschrift *Journal of Food and Chemical Toxicology* einen
Artikel, der die krebs-erregende Wirkung eines gen-manipulierten
Nahrungsmittels des Konzerns Monsanto nachwies, auf dessen Druck hin
