German ministry wants OA and copyright reform to support research

Wolf-Michael Catenhusen, undersecretary of the German Ministry of Education and Research, has endorsed open access for German science, and wants to support it with publicly-funded grants. However, he does not want the government to play the role of Central Digital Library.
