The reflections close with five strong recommendations. Excerpt: 'Public, private, and inter-governmental agencies that fund research, as well as academic and research institutions, could...[r]equire as a condition of grants and employment contracts that published articles resulting from ensuing scholarly investigations be deposited immediately upon publication in at least one online repository that is supported by an academic institution, scholarly society, government agency, or other well-established organization that seeks to enable open access, unrestricted distribution, interoperability, and long-term archiving.'
