There's a slow-burning discussion on taxonomic concepts on Github that I am half participating in. As seems inevitable in any discussion of taxonomy, there's a lot of floundering about given that there's lots of jargon - much of it used in different ways by different people - and people are coming at the problem from different perspectives. In one sense, taxonomy is pretty straightforward.

On eof the things BioNames will need to do is match taxon names to classifications. For example, if I want to display a taxonomic hierarchy for the user to browse through the names, then I need a map between the taxon names that I've collected and one or more classifications. The approach I'm taking is to match strings, wherever possible using both the name and taxon authority.

I rather skirted around the notion of "taxonomic concepts" in the previous post, partly because it's easy to end up with trying to have a concept for each utterance every made by a taxonomist, and that doesn't seem, er, scalable. So, I have a more limited view of a taxonomic concept, namely a name attached to some data.
